Health, Safety, Security and Environment (HSSE) Policy Statement of Merck Ltd.
Merck Ltd. recognizes its responsibilities to environmental protection and conversation as well as for the occupational health,
safety and security of its employees and all its assets. Merck Ltd. is committed to achieving excellence in all its business
practices with respects to HSSE in full compliance with the prevailing laws in Japan and in association with the HSSE standards
of the Merck Group. HSSE improvement requires vigilance by all management personnel and is a priority for every employee at
Merck Ltd.
Merck Ltd. will

Comply with all national and local laws and relevant legislation and regulations, and with other requirements to which it
subscribes.

Develop procedure, reporting systems and monitoring systems whose sole intent are to prevent pollutions, conserve natural
resources, reduce waste, minimize the use of environmentally sensitive materials, improve the environment and protect the
health and safety of employees wherever possible.

Minimize the public disposal of all waste products through reduced materials consumption and recycling efforts, and ensure
waste products are handled, treated and disposed of in accordance with prevailing law, environmentally sound principles and
good business practices.

Establish technically and economically feasible and concrete environmental objectives and targets based on their appreciation
of environmental impacts, and periodically evaluate such objectives and targets.

Conducts regular audits to ensure all HSSE activities are carried out in accordance with this policy.

Provide appropriate training and support to all employees to ensure HSSE objectives are realized on a permanent basis.

Ensure that all contractors, subcontractors, suppliers and customers are aware of Merck Ltd. HSSE policy and practices and
the crucial role that HSSE plays in Merck Ltd.'s business decisions.

Ensure that the HSSE policy of the Company is made readily available to employees, the local communities and government officials
as well as associates of the Company.

Ensure necessary and reasonable resources are made available to achieve the HSSE objectives and to make improvements where
necessary to protect the interests of Merck Ltd., its employees and the environment.

Incorporate appropriate health/safety/security/environment criteria and factors into business decisions.
